Does the Solstice have bulkheads, such that the hatch areas are reasonably waterproof? If so, the float bags are really redundant protection, and only come in to play should a lot of water find their way in through the hatch cover. Most boats hatches leak some, but after each roll you should only get a few drops. More than that, and you should look to see where it is coming from.
If you are camping, the gear in dry bags would replace most of the space, if not all, that the float bags currently fill. If there is extra space, you can partially inflate the float bags (best either on top, so the weight is kept low, or at end of boats so weight is kept more centered front-back). The extra air that is inherently in the packed dry bags will give you flotation.
